Empire Eye and Laser Center is Kern County’s most state-of-the-art eye and laser center. We offer a wide array of refractive surgery, cosmetic, and general ophthalmology procedures designed to decrease your dependency on prescription glasses and contacts and to help you look and feel younger.

Joseph H. Chang, M.D. graduated valedictorian from Farragut High School in Knoxville, TN. He obtained his undergraduate and medical degree from Emory University in Atlanta, GA. Dr. Chang completed his residency in Ophthalmology at the Jules Stein Eye Institute, UCLA School of Medicine and currently teaches the resident doctors as a Clinical Instructor of Ophthalmology.
Dr. Chang is Board Certified by the American Board of Ophthalmology and has performed thousands of successful cosmetic eyelid, cataract, and LASIK procedures
Dr. Chang and his wife, Kathy, have three beautiful children: Caitlin, 7, Ashley, 4, and Madeline, 2. He enjoys skiing, traveling, exercise, art, chess, wine tasting, and real estate investing.

Daniel H. Chang, MD, graduated with honors from the California Institute of Technology. He received his medical degree from Duke University, where he performed groundbreaking laser vision correction research. He then completed his ophthalmology residency at Emory University, where he was selected as Chief Resident. He was then the only surgeon chosen to complete a prestigious cornea and refractive surgery fellowship at the most sought-after program in the country: with world-renowned refractive surgery pioneer Dr. Richard L. Lindstrom.
Dr. Chang is Board Certified by the American Board of Ophthalmology and has performed thousands of successful LASIK, PRK, cataract, and corneal transplant procedures. Dr. Chang has published numerous book chapters, review articles, and original research on refractive surgery. He regularly lectures at eye meetings from the local through the international level; and he trains and advises other surgeons and physicians on laser vision correction.
After two years of practice as a Cataract & Refractive surgeon and Corneal Specialist in Phoenix, Arizona, Dr. Chang has decided to come to Bakersfield to be closer to family. He enjoys music, outdoor activities, and spending time with his wife, Lisa, and their two-year old daughter, Sarah.

John E. Fagan, O.D. served in the U.S. Air Force during the Vietnam War in the Medical Service Corps earning an honorable discharge in 1977. He attended the University of Nevada at both Las Vegas and Reno and was awarded with membership in the Phi Lambda Alpha Honor Society and granted the Jewett W. Adams Academic Excellence Scholarship. Dr. Fagan then attended Pacific University in Oregon obtaining his doctorate in optometry. While there, he was awarded the Beta Sigma Kappa Optometric Honor Society Research Design Award and worked in studies of nerve conduction of both the visual system and cognitive function. From these studies, he published four articles in the American Journal of Optometry and Physiological Optics.
Dr. Fagan has lived in Bakersfield since 1985 and currently has practices located in Bakersfield and Tehachapi. He has served in the Kern County Optometric Society as Secretary/Treasurer, Political Action Coordinator, Managed Care Committee Chairman, and President. He also served as a Quality Assurance Committee Member for the California Dental Health and Vision Care Plan.
Dr. Fagan has two children and enjoys riding his Harley Davidson motorcycle, golf, racquetball, and studying history.
